Illegal Dumping of Waste Oil by Citizens. End of the Line for reality in code enforcement. It has been researched that vehicle owners changing their own oil do in fact illegally dump their waste oil 35% of the time. In Houston they are doing something about it. Most cities have ordinances against such illegal discharges and a gallon of oil can pollute more than 100,000 gallons of fresh water, so the issues are serious indeed.
